It’s easy to say they fucked up in hindsight, but this being a textbook anti-hijacking operation in history, hardly more things can be done. The CNN press conference was a guise to delay time and to spit out negotiations while they’re waiting. It’s only when all else fails they finally decided to storm the plane.
The fact that Col. Favier formulated a new tactic soon after the plane moved showed that GIGN were ever ready to strom it.
That’s why they were young terrorists…Algerians surely were confused and was not sure what to do, the plane didn’t blew up on the tarmac meaning that threat is not being backed up. The reason why it was granted permission was essentially because it’s a French problem as well.

Think about it. There are 3 outcomes ONLY. And we know this from the beginning.
1) Storm the plane either by boarding or sniping.
2) The plane is blown up on the tarmac.
3) The plane leaves.
Algeria stalled then chose 3.
